Sync from the live Portal /joern/ page (2026-09-25 version)

The Portal copy was rewritten on 2026-09-25 (Portal commit 543c1307) and
now loads the shared portal-frame.css / portal-ui.css design system; the
forge twin was still the 2026-08-31 version. Byte copy of
Hoppe-home-Apps/portal/joern/index.html.
